Since 2021, the Federal Communications Commission launched what is known as the "Covered List," which initially targeted telecommunications and surveillance equipment from companies such as Huawei, ZTE, and Hikvision, before its scope expanded to include foreign drones, and more recently advanced robotic devices. Tariffs on drones are scheduled to take effect starting in September, followed by additional tariffs on components in 2027.

Chinese Superiority That Is Hard to Overcome

These restrictions gain their importance from the fact that Chinese companies have built dominant positions in both drones and humanoid robots, often at prices that American and European competitors cannot match. According to a report issued by the "Counterpoint" institution, global shipments of humanoid robots reached about 22,000 units in the first half of the year, most of them made by Chinese companies.

Notably, the top five manufacturers of humanoid robots by shipments — AgiBot, Unitree, Galbot, UBTECH, and Leju Robotics — are all Chinese, collectively accounting for 86% of global shipments. In contrast, American companies still operate at a much smaller scale.

Analysts believe that robots differ fundamentally from semiconductors, as they do not rely on a single technology that one country can control. Experts explain that China's superiority may multiply over time for interconnected reasons, most notably:

  • Low prices allow the deployment of a larger number of robots, generating real-world data that improves the technology's performance.
  • Higher production volumes push costs further down in a renewing cycle.
  • Localizing components internally and relying on China's massive manufacturing base, as companies like Unitree and XPeng do.

Industry experts sum up the scene by saying that the United States leads in advanced artificial intelligence, software, and chip innovation, while China advances in manufacturing scale, supply chain depth, and cost. The conclusion is that sanctions alone cannot overcome the cost curve; the only way is building and long-term investment that America has not yet begun.

Where Is the Competition Headed?

Even if Chinese companies lose their American market, they possess a huge domestic market and room to expand into other regions, especially where demand for affordable automation is growing. Indeed, Chinese robotics companies have begun targeting price-sensitive markets suffering from acute labor shortages across Europe, Southeast Asia, Latin America, and the Middle East.

Analysts expect humanoid robot companies to follow a path similar to that of Chinese electric vehicle companies: building volume domestically, then expanding abroad, and finally establishing local production in target markets, particularly countries facing an aging population and labor shortages.

Two Separate Systems and a New Field of Competition

The drone market offers an early model of this fragmented landscape. The industry is divided into two systems: an American-led market based on systems compliant with defense standards, and a Chinese-led market focused on low-cost, high-volume production. Experts believe that Western companies will not surpass their Chinese counterparts in the cheap consumer drone category; rather, they will compete in long-range autonomous systems dedicated to defense and critical infrastructure, where security requirements carry greater weight.

Some industry leaders believe that the next arena of competition will shift from the robot itself to the technology that operates it and the payloads it carries, with power and battery architectures becoming a pivotal point of competition as these devices' capabilities increase.

The most realistic alternative to China remains not a purely American supply chain, but a diverse chain in which allies participate. This may open new opportunities to reshape the map of the global robotics industry in the coming years.
